Chelsea Merrill has been with Blanning and Baker Associates for over a decade and is the Director of External Affairs for the Professional Engineers in California Government.
In this role, Merrill directs the implementation of various outreach-based policies and programs at the state and federal level, including the Promoting Readiness for Engineering Professions (PREP) program for K-12 and college students, which was created under her leadership. She is an appointed member of the Transportation Research Board’s Standing Committee on Education and Workforce Development as well as the Transportation and Civil Engineering and Roadways Into Developing Elementary Students (TRAC & RIDES) National Advisory Committee for the American Association of State Highway Officials.
Merrill also provides policy analysis and representation for clients on transportation, environment, air quality, water resources management, and related issues, working closely with representatives from government agencies and other stakeholders. She serves on the Leadership Council for the American Council on Renewable Energy (ACORE) and is a member of the Women’s Transportation Seminar (WTS).
Prior to joining the firm, Merrill worked for a Sacramento-area law firm. Merrill received a BS in Political Science with a Minor in Organizational Leadership summa cum laude from Arizona State University.
