A founder of Blanning & Baker, Bruce Blanning retired in March 2018 and now serves as a consultant to the Professional Engineers in California Government Bargaining Team.
Blanning has served as bargaining table chief negotiator for PECG since collective bargaining for state employees began in 1981.
He has negotiated dozens of contracts for various state employee bargaining units, as well as unions and employee organizations at water and local police agencies.
A former union president, Blanning has more than 35 years of experience in representing the employment and professional interests of state and local public employees and the organizations that represent them.
Blanning is a licensed Civil Engineer and chaired or served on a variety of boards and commissions. He served as co-chair of the Transportation Committee of the Governor’s Commission on Building for the 21st Century, which identified California’s present and future transportation needs and recommended financing alternatives.
